One region asks the other before it wakes you
A single checker having a bad network second is not an outage. Every monitor runs from Europe and the US; a failure in one is re-checked from the other and an incident opens only when the majority agree.

How it works
First failure
One region records a failed check.
Re-check
The other region runs the same check immediately.
Vote
Both down opens an incident. One down holds and keeps watching. Related failures merge into one incident.
